An ever-present decision of maritime firms is the valuation of new buildings and second hand vessels. A valuation should in principle take into account the candidate vessel’s technical characteristics, its suitability for its intended role, and most of all the prospects of the shipping market.

Our coworkers have developed in the past several models addressing all aspects of the above problem. A methodology developed a decade ago bases the valuation of a particular, candidate for sale or purchase vessel to another, similar one for which the decision maker believes he has a reliable valuation. Our methodology compares the cash flows of the two vessels to come up with a valuation of the candidate vessel which is compatible with that of the first.

A more recent methodology tries to implement the “real options” literature as expounded in several textbooks and articles (i.e. Pindyck and Dixit, Tvedt). Real options assume that the charter market is stochastic and thus in some sense unpredictable. Despite this inherent uncertainty, a vessel can be valued by making arbitrage type arguments. Although this is a highly theoretical approach, it sheds light to the violent history of the charter and the vessel market since 2004.

The legal framework for the privatization of the electricity sector in Greece calls for daily auctions for next day’s supply and demand for electricity. These auctions consist of a. Offers to supply electricity (inject it to the grid) for specific hours and offers to purchase electricity again for specific hours are submitted to the Authorities. Offers to inject electricity are by the Public Power Corporation (PPC or in the Greek acronym: DEH), the traditional utility that supplies almost 90% of the demand, the Mytilineos Group, the semi state controlled Hellenic Refineries. Producers of electricity from renewables are considered as exogenous inputs. Until recently, PPC was the only supplier of electricity to the public, but recently several smaller companies have become active in the field. The offers to supply electricity are submitted for each hour of the (next) day in several “tiers”, each specifying an amount of energy and a price, the price demanded increasing in each tier. The electricity auction clearing is achieved by accepting offers in a way that demand is met at every hour and supply costs are minimized. There is a coupling among different hours, since individual electricity producing plants have limitations in their power up / down rates, minimum and maximum power produced, the total energy produced by hydroelectric plants is limited etc. , Thus determining the least cost solution requires the solution of a linear integer programming problem. Once this is done, it is possible to derive the marginal electricity price for every hour, which is the increase in cost that would result from a unit increase in demand. This marginal cost is very important since it is the basis for determining the actual payments between electricity market participants. The total demand used in this calculation is indicative, and the whole exercise is repeated the day after the next to determine the ex post values based on actual demand.

Submitting bids in electricity auctions is a highly complicated art. In California, where this system has been in operation for some time, business schools have developed frameworks that allow student to bid against each other – a winner being declared after several rounds.

At Clockwise we have developed an integrated framework, especially suited for training for the Greek Electricity System. Our framework consists of

a. An Input module where participants submit bids

b. A solution module, where production decisions are made in a cost minimizing way and

c. An accounting module which determines profits and losses for the participants.

The above setup can be expanded or reduced to address specific problems.

Η Clockwise ξεκινά τις δραστηριότητές της φιλοδοξώντας να συμβάλει στην αποτελεσματικότερη λειτουργία εμπορικών ή παραγωγικών μονάδων με χρησιμοποίηση σύγχρονων μεθόδων ανάλυσης των λειτουργιών τους, ακόμα και αν οι μέθοδοι αυτές απαιτούν τη χρησιμοποίηση τεχνικών που ανήκουν στα όρια των επιστημών διοίκησης.

Είναι γεγονός ότι η πρόοδος των τελευταίων ετών στα θέματα ανάλυσης επιχειρηματικών λειτουργιών έχει οδηγήσει πολλές εταιρείες σε εξαιρετικά αποτελέσματα, σε πείσμα της κρίσης. Είναι επίσης γεγονός ότι η πρόοδος αυτή απαιτεί γνώση της διοικητικής επιστήμης σε βάθος. Αυτό είναι αναμενόμενο: δεδομένου ότι η τεχνολογική πρόοδος στηρίζεται σε περίπλοκες αναλύσεις φυσικών και μαθηματικών θεμάτων, η επιστήμη της διοίκησης δεν μπορεί να μείνει πίσω.

Όλοι εμείς στην Clockwise πιστεύουμε ότι η εφαρμογή σύγχρονων – έστω και περίπλοκων – μεθόδων αποτελεσματικότερης διοίκησης είναι δυνατή και μάλιστα προσοδοφόρος, ακόμα και σε χώρους όπου επικρατούν στρεβλώσεις, οι οποίες δεν αμείβουν την παραγωγικότητα όσο θα έπρεπε. Έχουμε μάλιστα παραγάγει απτά αποτελέσματα στις δραστηριότητες που έχουμε αναμειχθεί, απόλυτα ταιριασμένα στους στόχους της διοίκησης, αλλά πάντα μέσω εφαρμογών φιλικών προς το χρήστη.

Οι δραστηριότητες της Clockwise κινούνται στο χώρο της Επιχειρησιακής Έρευνας – Διοικητικής Επιστήμης (Operations Research – Management Science). Αν και όχι τόσο γνωστός στον ευρύτερο χώρο της παραγωγής, ο κλάδος αυτός έχει αυξανόμενη επιρροή στην παραγωγή και στη διοίκηση, καθώς ασχολείται με την ανάλυση των λειτουργιών αυτών με χρήση και συνδυασμό πολλαπλών επιστημών – κυρίως ποσοτικών.

Η σημασία του κλάδου της Επιχειρησιακής Έρευνας έχει λάβει εκρηκτικές διαστάσεις με την επέκταση της κοινωνίας της πληροφορίας. Όλες σχεδόν οι εντυπωσιακές επιχειρηματικές επιτυχίες έχουν έντονη τη συνεισφορά του, με παραδείγματα:

Το κοινό των εφαρμογών αυτών είναι ότι, ενώ φαίνονται φιλικότατες προς το χρήστη, ενσωματώνουν περίπλοκα μοντέλα βελτιστοποίησης και προσομοίωσης, χωρίς αυτά να είναι ορατά. Οι επαγγελματίες ωστόσο είναι απαραίτητο να γνωρίζουν τι κρύβεται πίσω από αυτά τα μοντέλα. Οι σύνδεσμοι στον ιστότοπο αυτό δίνουν μία εικόνα των επιτυχημένων εφαρμογών του κλάδου, καθώς και μια επισκόπιση των εταιρειών που δραστηριοποιούνται στον κλάδο αυτόν.

Το πρόβλημα ανέκυψε την δεκαετία του 80, και είναι από τις πιο εκτεταμένες εφαρμογές των ποσοτικών μεθόδων

Μία από τις πρώτες εφαρμογές πραγματοποιήθηκε από την American Airlines την δεκαετία του ’80. Παρατηρήθηκε ότι τα γκισέ της εταιρείας στα μεγάλα αεροδρόμια παρουσίαζαν προβλέψιμες αυξομειώσεις στις απαιτήσεις εξυπηρέτησης των επιβατών. Έτσι μία κάλυψη των γκισέ από σταθερό αριθμό στελεχών θα ήταν μη αποτελεσματικό. Η εταιρεία κατάστρωσε ένα μαθηματικό υπόδειγμα της λειτουργίας των γκισέ, που λάμβανε υπόψη τόσο τις απαιτήσεις εξυπηρέτησης όσο και το ανθρώπινο δυναμικό της, τους κανονισμούς λειτουργίας του, τους κανονισμούς του αεροδρομίου, τα ατομικά χαρακτηριστικά κάθε στελέχους, καθώς και πολλές άλλες λεπτομέρειες. Η υλοποίηση του συστήματος έδωσε εξαιρετικά αποτελέσματα, τόσο από πλευράς εξυπηρέτησης των επιβατών όσο και από πλευράς ικανοποίησης του προσωπικού.

Από τότε πολλές εφαρμογές έχουν αναπτυχθεί σε παρεμφερή πλαίσια. Οι εφαρμογές διαφέρουν ανάλογα με την σχετική βαρύτητα των στόχων. Από τις δημοσιευμένες εφαρμογές βλέπει κανείς τα εξής παραδείγματα εφαρμογών

• Προγραμματισμός απασχόλησης νοσηλευτικού προσωπικού
• Προγραμματισμός απασχόλησης πιλότων αεροπορικών εταιρειών: το πρόβλημα γίνεται δύσκολο λόγω των κανονισμών ασφάλειας πτήσεων
• Προγραμματισμός απασχόλησης στελεχών σε καταστήματα λιανικής πώλησης
• Στελέχωση Κέντρων Τηλεφωνικής Εξυπηρέτησης
